I'm guessing that it could be reconstructed easily by talking to a couple of social workers who have already spoken about the case, and some of the care home boys who are now grown up and have spoken about it. I also know who I'd put in charge of such a dossier if it were down to me: Keir Starmer, the former DPP.
Like all of these cases, the passage of time makes evidence harder to retrieve, but it seems that there would also be some powerful testimonies in court.
