P.S. The government which has let us down so badly on climate change and flood defences has responded to the crisis by having a dog fight over who exactly is responsible.

Oddly enough, this neither endears them to us nor inspires confidence.

P.P.S. By government I want to make it clear I mean the whole apparatus of government. We're talking about a failure of the system over many years, decades even- a failure of foresight, of vision, of competence and expertise-  and not about the failure of the particular bunch of numpties who happen to be in power at present.

Poor Chris Smith. The Mail and the Express are never happy unless they can point the finger of blame at one particular person or minority, even when it is a matter of natural weather phenomena...

But I remember a time (or think I do) when people in his position would have resigned as a matter of course when things went bottoms up on their watch.
