poliphiloP.S. The government which has let us down so badly on climate change and flood defences has responded to the crisis by having a dog fight over who exactly is responsible.
Oddly enough, this neither endears them to us nor inspires confidence.
P.P.S. By government I want to make it clear I mean the whole apparatus of government. We're talking about a failure of the system over many years, decades even- a failure of foresight, of vision, of competence and expertise- and not about the failure of the particular bunch of numpties who happen to be in power at present.
