Rain, Rain, Go Away...

Kneale Donald Walsh's Conversations with God contains a discussion of Enlightened or Advanced Societies (of which there are many in the Universe). Kneale asks God what the marks of such a society are and God replies that a fundamental one is that they can control the weather systems of their planet.
